Olympics:

Nikkei, Asahi, and Yomiuri front-paged Japan's informal decision not to allow foreign spectators to attend the Tokyo Olympics in order to make the international sporting event "safe and secure" amid the COVID-19 pandemic. The GOJ, Tokyo Metropolitan Government, organizing committee, and other relevant authorities have decided to convene the Games without hosting overseas spectators given that the global public health crisis is still ongoing and vaccines have yet to be rolled out in many parts of the world. They are also reportedly afraid that the healthcare capacity in the nation's capital may become overwhelmed if there is a resurgence of the virus as a result of an influx of international travelers especially at a time when new strains are spreading rapidly. Asahi added that the International Olympic Committee is requesting that international guests of corporate sponsors of the Games to be allowed to visit Japan to watch them.

Fuji TV reported at noon on the finding that the GOJ is making arrangements to allow people such as athletes, educators, and engineers connected to the Tokyo Olympics and Paralympics to enter the country as an exception to the current border control measures for COVID-19. The network added that the GOJ is also considering setting a limit on the number of people allowed to enter Japan, including Japanese people returning home, saying that the maximum number will be set at around 2,000 for the time being.

Economy / Travel:

JAPAN TO MAINTAIN BAN ON ENTRY OF FOREIGN VISITORS TO PROTECT AGAINST COVID VARIANTS: Sunday's Nikkei wrote that the GOJ is planning to maintain tight controls on the entry of foreign nationals following the extension of the state of emergency for Tokyo and its neighboring prefectures to curb the spread of COVID-19. If the declaration is lifted as scheduled for March 21, the government will resume allowing foreign visitors to enter Japan from countries that have not detected new coronavirus variants. Business travel exemptions for China, South Korea, Singapore, and Vietnam for short trips are likely to remain suspended as virus variants have been found in these countries.

Nikkei reported that the GOJ has asked airline companies to restrict the number of passengers on international flights bound for Japan to prevent the further infiltration of new strains of the novel coronavirus. JAL and ANA were reportedly asked to limit the number of Japan-bound travelers to 3,400 per week, while foreign airlines were requested to impose a cap of 100 per flight. About 3,000 passengers per day have recently been arriving at Haneda and Narita Airports on flights operated by the two domestic carriers, and foreign operators have been allowed to transport as many as 300 passengers per flight. As people arriving from countries where the emerging variants are widespread are required to quarantine for three days at predesignated hotels near the two airports, the shortage of such facilities is becoming acute on account of the steady increase in the number of international travelers.

Saturday's Yomiuri wrote that the GOJ decided on March 5 to step up its border control measures against coronavirus infection in Japan. In addition to the request for all travelers entering Japan to monitor their health conditions for 14 days after arrival, the government will require them to respond to daily video interviews. If any of them fail to respond for three days or longer, private security companies will seek their whereabouts. Sunday's Sankei wrote that Prime Minister Suga referred to the plan at a news conference on Friday
