Ukraine, Russia signal progress in peace talks as attacks on civilians continue


Ukraine and Russia are signalling progress on a peace deal that would see Kyiv agree to international neutrality in exchange for the Kremlin ending its invasion, even as Ukrainian authorities say Russian forces are continuing to slaughter civilians.


The two countries said Wednesday that their negotiators, meeting over videoconference, are working on an arrangement in which Ukraine would adopt a neutral status similar to those of Sweden and Austria. Both countries are members of the European Union and maintain militaries, but are not part of the North Atlantic Treaty Organization.


Under the deal, the West would guarantee Ukraine’s security, and Russian forces would pull out of the country.
“The positions during the negotiations already sound more realistic,” Ukrainian President Volodymyr Zelensky said in a video. “Any war ends with an agreement.”


Russian Foreign Minister Sergey Lavrov told reporters in Moscow that there was “hope of reaching a compromise” in the talks.


“Neutral status is now being seriously discussed along, of course, with security guarantees,” he said. “There are absolutely specific wordings and, in my view, the sides are close to agreeing on them.”


Ukraine’s foreign minister said Wednesday that Russia had bombed the Mariupol Drama Theatre, where hundreds of civilians were taking cover. It was not immediately clear how many were killed and injured.


“Another horrendous war crime,” Foreign Minister Dmytro Kuleba tweeted, along with the photo of the building’s smoking ruins. “Russians could not have not known this was a civilian shelter.”

I guess it's the only way that Putin can withdraw without looking he was defeated.
